INDMO, the National Institute of Labour Force Development is an autonomous body endowed with its own judicial, administrative, financial responsibilities and its own assets.

The judicial capacity of INDMO is to practice all the judicial acts, to benefit from all the rights as well as be subjected to all the necessary obligations in executing its functions.

INDMO: 

a.   defines and approves the competency standards for the industry sectors in Timor-Leste;
b.   certifies competence according to the approved standards; and
c.   certifies vocational training centres and enterprises to become places of certification and certifies qualified staff to become assessors.
